The University College of Omran and Toseeh (UCOT) is founded on 1994 by Doctor Ali Eghbali, with approved license from the Ministry of Science, Research, & Technology. It was ranked a Higher Educational Institution in 1996 and formally started accepting students. UCTO is accepting students through National University Entrance Exam based on the Higher Education System of Ministry of Science, Research and Technology. It started its teaching classes and research activities in September of 1996.

The University offers Master Degrees, Bachelor Degrees, and Associate Degrees.

- To create a positive environment that facilitates expansion in Science & Research in the country
- To increase the capacity of admitted students in the region of Hamedan
